No.

The Visual Studio IDE makes use of the .net framework, which runs only on Windows OSes.

One of the best ways to create apps for Apple devices is to use the [ Register or Signin to view external links. ] , (it uses the Objective-C programming languages (among many others) to create the apps) which can only be installed on a Mac OS.

If you desperately want to create apps for Apple devices, and don't have access to a Mac., you can always download and install a [ Register or Signin to view external links. ] on your computer.

With that installed, if you have downloaded a Mac OS (let's say Mountain Lion, for example), you can load & virtually boot the OS in the VM.

I suggest you read more about Visual Studio, and the .net framework.

To add to TomLandonHoppus' comment.

There is a crossplatform tool, called Mono, this way you can develop applications which will work on Windows, Mac, Android, and iOS
