Mods always have been allowed on pc. Why do you think there's a mod tab?

Neither Xbox LIVE nor PSN would ever allow that. It is strictly against the rules to mod any game, whether the devs want it or not.
Maybe it could be put in in a different format? Such as, say game add-ons that are toggle-able?
