I currently have an Asus EAH 6850 and a Amd Phenom ii x4 960t Black Edition and was saving up to buy an Asus GTX 660 ti but I just remembered that my processor might bottleneck the GTX 660 ti.
Will it and if so is there a better amd processor I can get?

The cpu will not bottleneck the card.

Thanks thats a relief thought i would have to buy a new cpu which was not a problem but i heard that phenom ii x4 are the best amd's for gaming

No. The newer gen cards are better for gaming, but the phenom is still good.

i have 8gbs of ram which i will be soon upgrading to 16gbs crossair vengence and i have a 850 watt power supply

Don't get any more. Having more is never necessarily better when it comes to RAM. You will never need more than 8.
