Unfortunatly the only way you can steal items from the shop itself is if you walk around and try to find the items,,,, very rarely will they just be laying around any old place,, so unfortunately the deadric bow you want to aquire would only be able to be acheieved by earning 4000 gold... I would say get your smithing skill up to the highest level (you can do so in about an hour or two by crafting daggers) then you can make your own deadric weapons or armor whenever you please ! including dragon armor too ! it takes time and is boring for about a day but its well worth it ! trussst me !

Merchants inventories are kept in hidden chests known as Merchant chests, these cannot be found except for a couple of glitches, such as the invisible chest in Dawnstar. This makes stealing from a shop impossible unless there is items laying around, but these are not typically part of the sales inventory.
