My friend is being threatened suspension by the school for a facebook page that resolved around 'banter' with fellow students, can the school really suspend people for that?

Well yeah. If it involves kids from the school, they can use social networking against you.

It's cyberbullying. So yeah they can. Also if it's about other pupils from the school. Then yeah.

Yes, if students are being bullied:harassed:or take offense to material on a FaceBook or other social media page, the school has the right to step in as it's happened in my school. In minor cases they don't really take the time to step in if only one person is offended. But the fact that it's causing banter around your school is why they are stepping in because of the possibility than an outside social media related source is distracting them for their learning.
in my case, a student posted anti U.S. Government comments and a defaced flag to their personal page and was suspended and held in the office for a while when he came back.

What if it was a small group of friends doing the same to eachother, would there be a way around it?
