For web browsing only and simple tasks, get the new Samsung Chromebook. It's a beast.

That's because it's a refurbished one. It'll be better for the price, but note it will not be new.

If you live in Canada, or close to it and you're willing to cross-border shop, you could get a pretty good laptop for $400 on Boxing Day (Dec 26th).
Honestly, you should be able to get at least an i5 Sandy Bridge or A8 Trinity for that price, at the least, an i3, so I wouldn't set my standards lower than that.

First off, the guy wants to get COD, and while BLOPS2 won't work on high settings, it could still likely work on lower settings. Also, if he is getting older COD games, they will run decently on the integrated graphics on low-medium settings. GTA4 will absolutely work as well.
Integrated graphics are bad, sure, but not everyone needs a dedicated graphics card. Also, at this price, you don't have many other options. There is AMD's APU's, but all the ones in his price range currently aren't good enough. I would recommend at least an AMD A8.
About the whole "refurbished" thing, buying refurbished is fine. This means that the original product either had a problem, or was returned with the box opened. However, the product is now fixed and has gone through tests and refinement. So you're basically getting a laptop that has been tested twice (once when it was new, and once when it was being refurbished). It's a great option, especially for the OP's price range.
