I've seen videos of people putting down turbines around transit and then being able to teleport somewhere but when I try the teleport never appears

Anyone know why it doesn't

To activate the teleporters you need a denizen on your head then jump under the lamp post this will create a portal p.s you only need a turbine if power is off

so if the power is on I can just get creature on my head ad get under a lamp and one will appear
