Ingame 'infectable' mod menus are not possible. If you want one that badly just make/buy an iso disk and hotswap.

You do not need a flashed xbox to hotswap games. All you need is your xbox taken apart and the top of your disk drive open. You need the real GTA game and your ISO disk. Put in your real GTA disk and hover over the install button, swap out your real disk for your ISO and then click install. Once it finishes installing just take out your ISO and put in your real disk, as it is installed to your hard drive the xbox needs the real disk in to launch the game but it will use the installed version of the game. Then you can just go online and have fun with your mods.
