Your processor is a bit outdated. You might be getting a bottleneck from it. I'd recommend upgrading to at least an i3 and a new motherboard.

I plan on getting a i5 3570 3.4GHz quad core so that should be nice. do you know of a cheap motherboard that's compatible?

What is your max budget? Essentially, $110 is the perfect zone, but there are others that are good for lower.

Minecraft- Very playable
GTA 4- Not so much. Not worth it
COD 4- Fairly playable, 45 fps on medium settings.
