Yes there is. At the start, dont go in the elevator, take the door. Go all the way around till your in the chinese house, use that ledge where you jump over the gap to AK74. Jump to the higher ledge where the 2 double doors are, that will take you to the power area and to the top floor of that room where the wonder gun is built.

Pretty good spot to camp as there is no windows to watch, now where are those Reps =)

Or you could just go down the elevater at the start and jump across to the other building and open the door to the right of the power room door go through turn left and you will be at the top of the stairs

Do as archenemyz said, but turn on the power and take the elevator down. That's what I did.
