Once it is on it is still really slow, I have looked and my CPU and RAM and it is hardearly using any. Also I have looked for viruses and there isn't any also I have defragmenter and it has done nothing, another thing I have cleared my start up programmes and it doesn't do anything.

Have you tried reinstalling your OS?

either search in the start bar for admin and select administrative tools or go to control panel>system and security>Administrative tools
select System configuration
[ Register or Signin to view external links. ]

select service tab
[ Register or Signin to view external links. ]
deselect what you don't want starting up service wise with out you needing it.hit apply

select startup tab
[ Register or Signin to view external links. ]
deselect anything you dont want starting up when you boot.hit apply

select general tab
[ Register or Signin to view external links. ]
make sure it looks like the picture and hit apply.

you may need too reboot twice,the first will cache what is need to be loaded i think after that your boot times and login times should increase a bit.
you can also clear out old and unused registry entries as well as cleaning out all you hibernate and sleep saves and log caches if you select the Tools tab for further boot optimization.

Just do a system restore. Don't reinstall your OS..

Yes, you could back it up to a cloud or external hard drie

As stated above you dont need to reinstall your OS but some people do it every so often so stop problems like these

reinstalling is always a good practice usually the people that advocate reinstall already have a precompiled image that can be used with everything they want already installed and setup to eliminate any hassle with doing a complete install.

what usally happens to cause the issues described is that over time the user has installed several programs,most of which the developers have set to auto run and start with the system regardless of if the user is actually using them.Once you have third party programs and services trying to start up with windows at boot it tends to make for much longer start up and login times.To fix this windows as well as ccleaner and many other companys make system optimizing applications to increase startup times.
