I downloaded a mod menu which is called - GTA IV Original & TBoGT XMC Mod Menu v4 & I extracted the file & it says XMC Mod Menu v4.sco.... Isn't this the script_network? or is it to put in to additional mods?
Any help would be appreciated!

You need a program called Open IV and you need another base such as Evades menu. Then you re name the .sco to xmc1.sco and replace it with one of evades mod slots.sco

No no those are what you call mod slots for XMC v4 he wants to add it to Evades 3.0 so he would call it mod1.sco
