Payments for the work required would be alot more than you are thinking.

How the **** do you think this world was created? Ok so you have to build a Building... Its gonna be hard to build but what Solves the Problem?? MONEY... Doesnt matter if its hard the person is gonna get paid to do it. Thats what matters. Money isnt a Problem.

Would it be full project payment or per hour payment??

I could do it, but it all depends on other features in the animation.
I wouldnt waste my time for a tenner (thats 10 pouds if you are not British)

Someone has already built a Steve Rig.....

This will make it easier for whoever wants to give this a go.
(still wouldnt be cheap for the time it will take)
