Here's what the saves include:

All Characters - No Check Marks Next To Their Names ;)
All Missions Including DLC and All Side Missions Complete / Both Playthroughs
All Challenges Complete
All Skill Trees Maxed Out
All Currencies Maxed Out
Infinite Ammo
Some Decent Weapons

Note: This will presumably work with the PS3 version also, but converting it to PC will reset the majority of the challenges.


All Saves Now Have All Challenges Including the Jimmy Jenkins Challenge Completed


Thanks to minimang @ se7ensins for giving me the last piece of the puzzle. He provided a save with the Jimmy Jenkins challenge completed.
