when you jailbreak a device cydia replace some files on the system. when you restore to factory settings it deletes jailbreak files and makes the device go into that state. to fix this you must fully restore it

Plug it into iTunes and do a backup if you haven't already, if you can't make a backup and you haven't sorry but you're screwed

place it into recovery mode and then plug into iTunes and full restore.

To place it into recovery mode turn it off and hold the home button while it is not plugged into the computer then while still holding the home button plug it into the computer and keep holding the home button till the itunes logo comes up on your ipod then restore
