I try to move and shoot it fails, i am on a windows 8 laptop.

Check, the controls on the computer. If that don't work it could because the computer can't handle it.

Or the fact that you give no information about your problem, such as what game you're playing, your computer specs, etc.
Rebind your controls in the options menu, which 99.9% of games have.
You can always try rebooting/re-installing as well.

to check fps press the fps button to show it but press ctrl with it on your comp

I said fps, meaning all first person shooters and my laptop can run these games with 30-60 fps. Ill try to remap my keys.

When I play bioshock on the pc I try to turn an aim at the same time, it ends up acting like sticky keys so I can not properly move while looking down the site. I get 30 fps on bioshock so It moves swiftly for me.
