Google Chrome's connection attempt to [ Register or Signin to view external links. ] was rejected. The website may be down, or your network may not be properly configured.
Here are some suggestions:

Check your Internet connection. Restart any router, modem, or other network devices you may be using.
Add Google Chrome as a permitted program in your firewall's or antivirus software's settings. If it is already a permitted program, try deleting it from the list of permitted programs and adding it again.
If you use a proxy server, check your proxy settings or contact your network administrator to make sure the proxy server is working. If you don't believe you should be using a proxy server, adjust your proxy settings: Go to the Chrome menu > Settings > Show advanced settings... > Change proxy settings... > LAN Settings and deselect the "Use a proxy server for your LAN" checkbox.
Error 102 (net::ERR_CONNECTION_REFUSED): The server refused the connection.

Go clear the system cache and make sure the connections to the internet are good.

Have you already reset your modem and everything? I'd do what Zwrq said as well, clear your cache.

Click the chrome menu on the tool browser bar, select tools, select clear browsing data (if you can't find it, just do Ctrl + Shift + Delete) and a dialog box will appear, that's where you pick all the checkboxes for the type of stuff you want to remove (pick empty cache), if you go to the top menu you can also pick the amount you want to delete, if you want to delete everything since the beginning, just pick "beginning of time", and finally, click clear browsing data.
