If you want to make sure they can't then do this simple Tutorial -
1. Go to [ Register or Signin to view external links. ]
2. Sign in
3. Go to "Account" under your Gamertag
4. Scroll down a little and click "Xbox 360 Profile Protection"
5. Click on "Require Profile Download"
Then every account that that Xbox has been signed on, will require a recovery.
