The GTX 660 ti needs a 450W supply and I have a 460W. It says that the recommended supply is 150W I was wondering if I need a PSU with a smaller wattage or a bigger wattage. I'm confused.

Here are some graphs, by looking at these 460w would be enough.

No-name PSU, not to be trusted with anything remotely high-end. The reason you can't really recommend a 450w unit for a card like the 660 Ti is that they rarely have enough PCI power connectors. It's better to buy a unit like this that natively supports a card with these connectors.
