I believe that everything there should be correct although for the items that begin with "03" it was originally an "XX" and it said to replace them with the amount of DLC installed. I have 2 DLC installed so I put "03" which I believe to be correct.

The items should be:
Dragon plate armor.
Enhanced crossbow
Crossbow bolts
Every building material (8 or so)
A pickaxe
Daedra hearts

Truthfully it depends on the order as well. If your first DLC installed is Dawnguard then the code would be 02, however if its the third installed it would be 04. The coding for 00 and 01 is reserved for base game items. So for example if you have all three DLC installed in order of release the codes should be Dawnguard 02, Hearthfire 03 and Dragonborn 04. But if you have them in a different order just remember which one was first downloaded, that will be the 02, second downloaded would be 03 etc.

Thanks! I installed Dawnguard and then Hearthfire so I get putting an 03 at the front was the correct thing to do?

If Dawnguard is where you want the items from, and it was the first DLC installed, then the code should be 02

You need to replace the XX with the appropriate code based on which DLC it is from and the order you have it installed. As a side note, I don't know if the modders do the creating of new characters.

So far only one person is working on this thread, and that's aksparky.

I'm still wondering how long it's going to take to replace my monitor (it's been roughly 3 weeks ago since I sent it.) I might have to give them a call or something to see what's up.
But I'm really hoping I can continue modded saves as soon as possible. Sorry for the wait.
