Ermm well someone wants to partner me and sent me a link and it says so some stuff
then,

-Manage your account

Allow Access

What does this mean manage my account? as in he could change my password, remove my videos ect.

Need help!

unless you type a username and password in and send it to him then no he cant

also who or what network is partnering you

It means he could take your videos without your permission, and put them on his channel. Usually, those kind of partners suck, giving like 1.2 cpm. It is not worth it to be partnered with a sketchy partner like that, just wait till you get partnered with yeouch, machinima, ign, tgn, etc.

Take your videos, not give you credit, take your videos and you won't get any profit, etc

If it's using the YouTube OAuth, Than I Guess it's safe. Unless you need to enter your Username and Password on a Different site.
