How did you pay him. Most times you can get your money back, depending on how you sent the money.

As long as you didn't send it as a gift and you show the proof that you have to paypal you have a 99% chance of getting your money back

The user is also unverified making it easier for you to get back, can take up to 1 - 2 months.
