Im looking to buy a hdpvr of this guy and he said send payment as other can i get my money back if he scamms me !!!

No, never send stuff like that if someone asks for that just send it normal and tell them you sent it as other most people cant tell a difference, i'm not sure if there is even a way to tell the diffrence but just don't buy it if he wants you to send it as other.

Always send your money as goods, that why if he scams you, you can dispute.
