I think the best thing to do is to reinstall it. That's what I do when a mod tool doesn't work the first time. Sometimes the Mod tool just wont work with your model or computer.

i have and still dosent work and this happens with every tool mw3 as well

Your probably missing a Dll file like in your coputer files
