Would a Radeon HD3000 be able to handle and record Minecraft? I can buy a PC at about $350 with that GPU and then I plan to upgrade it once I can afford a better GPU.

Yes, I played minecraft on an older laptop with optifine and it had playable FPS. Not sure about recording.
Also, if its a laptop you can't replace the GPU.
What's the CPU?
