You can get a lot of cheap games of eBay if u find the right person with good feedback

If it's for Xbox, yes because of the region lock.
For PC though, no it doesn't matter.
I personally would say the best place to go is Amazon.com, I always find some good deals on there but you'll probably have to look though multiple sites if you really want some good deals.
