what wattage power supply should i get for a

A quality 550w unit would easily be enough for a 680 overvolted and overclocked. You shouldn't get a 680, though the 7970 is much better for the price. If you do get a 7970, you'll want a 650w unit to handle the card overvolted and overclocked. If for any valid reason you want to stick with Nvidia, get a 670 as it can overclock better than the 680, which makes the 670 overclocked about as good at the 680 overclocked. There's a reason I don't recommend the 680.

If he's in the US and they were available anymore, sure. If he's in the UK, this is a very, very good deal.
