Can an xp lobby be hosted for Black Ops 1 or is it just recoveries any more?

Mostly recoveries. Online lobbies run a much higher ban risk.

Xp lobbies can't work because of the Xp cap and 15th lobbies are extremely rare and as said before they carry a medium risk of ban now that black ops 2 is a few months old. Recoveries are the last option and they are the most safe but the chance for ban is still medium.
