Great specs, I would have gotten a different case. There's always room for a new build or an upgrade!

Downgrade the RAM to to 1600 MHz modules, LGA 1155 wont utilize faster RAM and go for the Gigabyte 7970, last time i checked it was $389 and has 3 cooling fans, or go with an asus model with the blower fan (where all the air is exhausted out the back) with the extra money go for a Thermaltake Water 2.0 pro or if you want to spend a little more go for something like the h100i, if you live in the states though, right now its on sale for $100 and they send you a $10 prepaid visa with your purchase so its $90. If you want to overclock well, a 35 dollar cpu cooler wont give you the clock speeds and the stable overclocks you may be hoping for.

A cooler like the ETS-T40-TB should give you good enough temps at a bit less than 1.3v, but it depends on how you did in the silicon lottery. The value of paying more than twice as much for a cooler for only slightly better CPU performance is questionable.

ofcourse its what hes willing to spend, it will allow him to get overclocking but something like the h100i will perform better, even if its not that much if hes not tweaking with his voltage. Even though always performance>looks, water coolers do look damn nice in your rig and perform very well
