My laptop has a Intel(R) Celeron(R) CPU 900 2.20GHz, 2.00GB RAM, 64 bit, windows 7
Can my laptop handle a PVR plz respond if you no, and i no the pvr says minimum of dual Core cpu but i only have a single core, hopefully thats not a problem

You meet the requirements, Barely. If you looking to do this properly not just the 30sec CoD clips. I would invest in a better PC

well just to record and cut clips, i mean im not going to do editing or anything on it, just capture and cut clips

I think mine is just better than yours by a little bit! Mine is a laptop too! I can record for however long I want. I just cant live stream because my internet is too bad to upload lol, i have 0.79 MB/S upload lol! Its supposed to get upgraded some time this week though!
