But i downloaded all the mw3 maps for free and didn't get banned

No. You cannot license transfer it or anything else. It is locked to the account the buys the camo like the season pass. You can download it but it wont work. So the only way to get the camo is to buy it.

I never said it wasn't theft. If MS doesn't find out you wont get banned.
