650 pounds is hardly 'budget' gaming. You should take an Intel i5 3570K, no doubt.

the PC im on now cost me about 600gbp and its got a
i5 3570k
asus p8 z77v LX motherboard
8gb of ram (forgot who made it)
700watt corsair PSU
120gb SSD
2x 2TB WD HDD
660 ti (i got a great deal on that tho)

That 7870 is more of a 7930 than a 7870 because it is the XT version, which uses Tahiti silicon (like the 79XX series) and performs much better than its competitors.

Unless you wanted to overclock, you will notice nearly zero performance gain with a 3570k over a 3470.
