Ok I did the main quest and returned the skeleton key but didnt get the achivment? And I did the side quests for vex and the other guy but they just keep coming...

You need to do an A$$ load of quests for them in all the major cities... KeeP doing it you should get special assignments, also talk to the lady by the boxes in the mid of the ratway.. Inevitably you should see shops appearing down there and they will have a ceremony for you... I had to do like 40 quests for some reason, try mixing them up some fishing with some sweeping etc.. Hope this helps.
