The LCD screen, or cable is messed up or unplugged. If its not jailbroke send it into apple and they should fix it.

Any idea of how much it will cost i don't have the warranty anymore.

For an iPod 2nd gen screen it will be dirt cheap. The only thing is installing it will be a pain because you have to scrape out all the old glass and put the new one in.

Well if it only a sceond gen you may want to look into doing it yourself. It would be cheaper as you would only have to replace the LCD and not both the LCD and digitiser. However if you want a professional to do it you can either; A) contact Apple by e-mail and tell them your problem (faulty backlight on the LCD so it needs replacing) and see what they say or B) Take it to a phone repair shop locally, for a second gen you would be looking at roughly 15 - 20.
This is assuming that the iPod you are on about is a touch and not any other type of iPod.

No PGN why did you leave the dark the side this side is the best except with android and its rooting since it has tons of different ROMs that you can get but why ( I may get a android phone instead of keeping my iPhone since my uncle is giving me his galaxy note 2 when the a better android phone gets out so I may be joining you but still have my ipad but its going to suck not having you are a very good helper of this topic but I will keep this under control )
