my iphone 4 keeps entering safe mode or just restarting and staying on apple logo is there something that will delete anything that could cause this or should i restore and rejailbreak but i have so much music downloaded...

backup your device, put everything in iCloud and then resotre the device, but if it wants to AUTO update then it might take it to 6.1.3 which is unjailbreakable unless you like tethered /:

You can try going into Cydia, and delting anything that you don't need, or making a Backup then deleting WinterBoard. that worked for me.,

if i delete everything on cydia what do i need to keep? like to keep the JB working

Uninstall anything you last installed on Cydia..
