You what? I guess you're American? While yes, technically Soap is British, but he is originally from Scotland, you know the top half of Britain that most of the world seems to forget about?
Also he doesn't die from the explosion, as he's still "trying" to walk around and also saves Price's life while being carried by Yuri. I don't think he really died from the explosion because after all he's been through, he's been stabbed in the chest, blown up, shot and yet he lived through all that, yet IW thought it fit enough to chuck him off a 10 story building (not too sure about the height here btw ) to kill him.
