They've got that sticky to cut down on the spam in this section. So everytime they see a hunger games post they close or delete it.

I guess it's the latter. How is it confusing? The title says "Hosting Hunger Games- Post here". I really don't see what's confusing about that.

The section was getting spammed with post about the Hunger Games. A sticky removes all the spam from that, and allows for other posts to come in without getting pushed down by these posts.

It should not be confusing at all. You post your gamertag in the sticky, and then invite or join others games.
