That link is a keylogger, I've seen it many times before.

The hacker claims to have a picture of you in real life, and then once one person clicks it, the hacker has access to their Skype, and spreads it to users on their Skype contact list, and it just repeats and repeats.

I'd recommend downloading a good/solid Anti-Malware/Virus removal and getting this rubbish off of your computer as soon as possible. Check out "MalwareBytes", that's a good free one.

Once you've got rid of the virus, then proceed to recovering your Skype account via Skype.com
