dunno man but i made a high elf and turned him into a mage,full daedric armor and my enchantments are set so that destruction spells cost no magicka. in my opinion, destruction mages are the best. choose out of three for the best result:
breton: magicka defense
dark elf: you get the sparks spell when you start but other than that its just looks really.
high elf: start with 50 extra magicka and highborn.

As I tell everyone asking this kind of thing: Pick the race that feels comfortable to YOU. We each have a different choice of which is best. For me my main character is a Khajiit. But for someone else theirs could be an Orc. Then once you have picked your race work out a nice class if you wish to restrict yourself. First pick one of the four paths: Warrior, Mage, Thief or Jack of all trades. Then determine exactly what skills you want to focus on. For a warrior it could be two-handed, block, heavy armor, smithing, alchemy, speech, and enchanting. Then work out the style of look they will have, like what armor and weapons they will use etc. Will your warrior have matching armor and weapons? Or a mix and match?
