You need a Windows disk or drive to install Windows and before you install, you have to format the drive. You will be prompted to do so during the process. The sound you're hearing should be the drive spinning up at startup, which is normal. You can't boot into Windows without first installing it!

Does the drive show up in the BIOS and boot priority order? Have you set the SATA control mode to AHCI? Other options are RAID and IDE.

It sounds like you got a defective drive. You should check a few other things before submitting an RMA request, though. Have you tried plugging the drive into other SATA connectors? Have you tried other cables?

is it normal that the hard drive can't read but just power up? does this often happen to people?
