I advise you start from scratch and not buy a low end PC like that because it's still going to cost more in the end, to replace the CPU, graphics card etc...

However if you are certain you want that PC and just want to add to it, here are a list of things I would get.

Intel Core i5 3570K Processor (overclocked to 4.5GHz if possible)
1000GB SATA III 7200rpm Hard Disk
8GB PC3-10666 DDR3 Memory (2x 4GB)
GeForce GTX 660 2GB
Arctic Cooling Freezer 7 Pro
Asus P8Z77-V LX Motherboard
500watt Xigmatek PSU

So basically in the end your only paying for the case and a few other things for 159.99.
With the specs I gave above you could build a nice gaming PC for around 500, give or take.

So in conclusion its better to start from scratch however, if your persistent and want this PC I would upgrade the CPU, RAM, Hardrive first. Then buy a better graphics card.
