If I'm level 50 can I get to 61 fast or if I'm say level 10 can I get there faster ??

It's not a glitch nor is it a "Thing" as you specified it's merely classified to most people because if we exploit it too multiple people they will do the same thing then it would go on until it was just simple to obtain and allow BL2 developers to patch it more quickly. So please just wait until a lobby for insta-61 is open and join do not ask or beg for it either.
