So here's my question. I am building a gaming PC for home, but at home my only source of internet is a 3G dongle with a tight data limit. What I want to know is if I purchase and download steam games on my college wifi, will I be able to transfer them to my PC via usb and play them? I would be able to sign into my steam account at home online, but not download anything due to the data limit.

Just copy your steam . exe and your steamapps folder to your new pc and run steam. It should update steam and you'll still have all your games.

steam games are tagged on your account so yes you will be able to transfer them but put your steam file/folder on a usb drive to keep all games installed

You are going to need a massive USB to transfer games. You probably want to get a portable harddrive and then just plug it into your computer to play.
