I don't think you can plant them but you can make cokkies

You cannot plant cocoa beans yet.
You are supposed to be able to plant them on Jungle bark, but Jungles aren't out yet.

Coco beans have not been introduced to the Xbox 360 edition yet, we will get them when we get jungle biomes
