My new pc build

AMD piledriver fx 6300
Asrock 970 extreme 3
16gb vengeance ram
Xfx radeon hd 7970
Powercooler modular power supply 750 watts
500gb hdd
Nzxt switch 810

Will the fx 6300 bottleneck the 7970?

I know its not what you asked, but i'd down grade to 8Gb of RAM possibly 1866Mhz and get a better branded PSU as that brand isn't great.

I would suggest you get a stronger CPU, even if it means getting a 7950 instead. Can you give me some info so I can give you parts for a complete build?

I have about 700 and I wanted to keep the case white with red leds and have a black or black and red motherboard.

You're aiming a little high with that budget. If you want to go with AMD and the 8320, you could probably get this within budget.
