so i was walking to the store and some dude said hey do you wanna buy a ipod shuffle for 5 bucks so i look at him he looked like he was wanting money he looked poor too so i said let me see it so i seen it it had ipod earphones and the ipod shuffle but no charger so i bought it for 10 i gave him extra because he looked poor so i was wondering if it was a rip off so yeah reply what you think

Maybe not, the guy could have been looking for money and sold you his iPod. Another possibility is it doesn't work and you got scammed. It could also have been stolen and you are now in possession of a stolen iPod.

Probably doesn't work and because it doesn't have a charger it is plainly obvious he can't charge it if he is homeless therefor that is probably why he is selling it.
