I'm pretty sure it used to be like that , but I haven't played MW2 PC in a very long time.

just get mw2 liberation and use a mod menu

I'm going to assum you're using FourDeltaOne. This is what I use and is much easier IMO. Once at the main menu, open up your console by pressing the button above tab, you will now want to write;
setPlayerData "prestige" x
setPlayerData "experience" y

x=prestige you want(0-11)
y=Level you want(2516000-level 70).

If you want a challenge lobby, you will want to download the files for the mod menu you would like to use and paste the files into your "mods" folder in your MW2 directory, once in your MW2 main menu, open the mods folder(in game) and select your mod menu and host it in a private match. If you would like to host online challenge lobbies, you will need to host your own server with the mod menu linked to your server, there are tutorials on YouTube for this.
