Works for every account you have.
If you're talking about different people than NO you need the V.I.P Menu

Ill help you by Explaining What an ISO is and why do the Hotswap.
ISO is just a game for xbox.
Xbox's dont read ISO's.
So in order for the Xbox to read an ISO you will ned to do a Hotswap.
If you have a modded ISO and you hotswap the Modded ISO for GTA.
Your Xbox will think GTA is the Modded ISO.
So when you install it to your HDD.
Your xbox installs the Modded ISO thinking its GTA.
So when you Load GTA it is installed to your HDD
And because its Installed to your HDD it will Run that one instead of GTA.
And because you hotswapped the xbox will load the Modded ISO thinking its GTA.
So to answer your question it doesnt matter about anything if you have the Modded ISO installed to your HDD everytime you load GTA it will load the Modded ISO because your xbox will read from the HDD not the Disc.
Hotswap is an Exploit used to load Modded Games instead of the Original Games,
This exploits the feature of installing games to your HDD.
Installing games to your HDD was a feature made by Microsoft to stop Discs from getting Laser burns and getting damaged from overheated Disc drives

To answer his question, it depends on what menus you are trying to use. If you purchased premium menus then you will have to purchase the menu for each account on your xbox if you want it to work but if you downloaded free menus with not gamertag check then it will work on any account you make on your xbox. The only premium menus I would advice purchasing are Chrome's v4 VIP and Evade's v3 Premium.
