And this person used this to create a flare type thing.

It looks like a soft brush to me. Just take a brush and set the hardness to 0.

NA bro it's like a flare creator . I tried the soft brush on it and the gradient thing but the quality was poor compared to the flare creator

It says the name at the top left corner. But all I can read is
