Find a game by yourself with other people then Inv your friend and if it doesn't work you or your friends connection is bad!

The problem with that is that little to no people play GTA IV on 360 anymore. I always am placed in a blank lobby, even if I select Quick Match.

It is most likely your connection try restarting you router

This is likely due to one of you have a 'Strict' Nat type which means they can only connect to a person with an 'Open' Nat type. Sounds complicated if you dont know what I am talking about. Just get both of you to restart your routers..
